Highest fully clinched would be FM-2004.

LA 3280. The Endom Bridge between Monroe and West Monroe, Louisiana. One of maybe a couple state routes that do not connect to any other numbered routes. It is also unsigned.

Forgot about checking what possible roads I was on the year I went to El Paso. There is FM 3255 in El Paso. I feel like this is my final answer, at least for signed highways.

For me, probably Virginia secondary 10292 (Nutley St. in Fairfax, between US 50 and US 29), though there are higher numbered SRs in Northern Virginia. Not counting the unsigned fictional 9xxxx numbers devised by VDOT for some Federal Government highways it didn't build and doesn't maintain.

Coming up with "exotic" stuff: HU-V-9601. However it is set to become A-2616 in the near future.

Now I think, in another thread, about the largest route number difference in a junction, I came up with A-2 and LP-9221. It turns out the N-260/HU-V-9601 roundabout yields a larger difference, even though it doesn't seem so at first glance. And searching up, I see N-230/HU-V-9998. The latter is the highest numbered road in my province (and in all of Aragon, and possibly Spain).
Supporter of the construction of several running gags, including I-366 with a speed limit of 85 mph (137 km/h) and the Hypotenuse.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

If we're counting the GW Parkway in Virginia, then it.

If not, then I know I have been on a 9000-series school road in Virginia, and a 6000-series frontage road in Kentucky. And, of course, the Kentucky parkways all have 9000-series numbers.
Government would be tolerable if not for politicians and bureaucrats.

There's a County Road 90938 in Yatesville, Georgia (signage on back of the stop sign).

Not sure if I was on LA 3139 or LA 3152 when I went to New Orleans.  Highest signed route I can think of was either PA 926 (not sure) or MD 924 (clinched).  Been past the end of I-990 as a passenger and have driven NY 984J (the connector from the Hutch to I-684) many times.

Likewise, I've been on the Purchase Parkway (secret KY-9003).

However, I don't think any signed KY-# route I've been on has a higher number than RM-2248.  Every possibility I can think of is lower.
