I wasn't referring to the people then. I was referring to some people now. That is, for example, Virginia seceded after Lincoln became president. So some people would argue that he was the 16th, then Davis was 17th. Then Johnson after the war. Etc.
The lower South 7 states seceded. The upper South (VA, NC, TN, AR) didn't secede until Lincoln demanded conscription, passage, materiel and quartering from the upper South states. They wanted nothing to do with supporting Lincoln's war.

Nevertheless, Jefferson Davis never was a United States president, IMHO.
