It's a nice little shortcut to avoid the main section of US-441 in busy Gatlinburg. But I have no idea why they picked 15 MPH. Sure, it's kinda residential, but 25 or 30 would be totally reasonable still. I drove on this once, definitely was in the 25-30 range, I doubt anyone drives 15.
