That is it!

It's an artificially low limit, but during rush hours, you won't reach that speed anyway, since it's always backed up (due to the 2 lanes becoming only one lane though this stretch).

Good guesses but none correct so far. You are all correct in that it is in km/h and a multiple of 10.

Correct, it's 30 km/h. There's a dynamic speed bump (the rectangular metal plate between the two bollards) to enforce this. If you go faster than ~35 km/h it lowers itself and creates a dip. They've installed a few at different locations and I do prefer them to regular speed bumps.

Interesting thought. There is a school nearby, but not on this road. The two buses were just a coincidence.
