Based on what? Was there an announcement by FHWA or LaDOTD announcing Alt. 1 as the Preferred Alternative?? Or, is this based on feels alone? 

If it is indeed Alt. 1, then expect the Loop It folks to bring out the lawyers and sue to stop the project. They won't be successful, of course, but this will drag on for a bit more of a while.

The graphic above is Alternate 1, which is captioned by the article as the "preferred alternative".

The transcription of the article, though, gives no explicit mention of FHWA or LADOTD announcing any of the ICC alternatives as the chosen Preferred Alternative.

Also, the CSS study on joint use and design modifications is based on Alternative 3A.

As of today, there has been no action taken by the Shreveport City Council or NLCOG (the supervising MPO for Shreveport-Bossier) regarding an endorsement of a Preferred Alternative for the ICC.

I suppose we will all have to wait until the DEIS is released before FHWA/LaDOTD gives its answer.

Not as of yet.  The Loop It folks did induce an inquiry to the US DOT back in 2023 to investigate whether the ICC violated civil rights of Allendale residents under the Environmental Justice clause; but that went nowhere. I am sure that the second after the DEIS hits, One Allendale's lawyers will have their legal filing papers dotted, crossed, and ready.
