I'm looking for a game somewhat like SC but I'm more interested in designing & naming the roads for a region or city rather than zoning/bldgs etc. Any suggestions?

You could try Me & The Roads at kurumi.com... that's probably about what you're looking for, though it's not particularly flashy...
