Bills were filed in at least the last two legislative sessions to extend tolls on SH 130 to pay for this project.

Earlier this year SB 1074 was filed. It authorized extending tolls on SH 130 up to 20 years to pay for this connection. Fortunately the bill went nowhere, it wasn't even considered by a committee. (The paywalled news link may cover this.)

The news link may have more details on the future plan of the project advocates. Are they going to continue to push the idea of longer tolls on SH 130 to pay for this project? Or do/will they have a new plan without SH 130 tolls?

Good question, not sure but I do know that they have ruled out this connector being a toll road.
