The problem is it costs millions to maintain a transit system.  I'm not saying its anyone in particular fault, but fact is the city is being subsidized by the state to keep the Subway and Busses going.  Things arent as simple as it looks.   Yes ideally we need better transit choices, but realistically it is too costly.

More private ferries might work if they dock in Newport while in NY dock at a place convenient to the trains and busses.   Also Liberty State Park should allow ferry service to use their facilities running to Wall Street, Midtown,  etc.
