Seems interesting to reroute a highway over a bridge and right into a mountain to keep it from falling off of the cliffs that it goes along.

Well, Caltrans had previously proposed to built a freeway bypass around that mountain, but the area residents voted to construct a tunnel through the mountain.  Because a narrow valley is located behind the mountain, Caltrans probably had no choice but to built the tunnel and bridge together.
