^^ this is more than slightly exaggerated. The highway will minimally impact rapidly-gentrifying parts of the Fifth Ward. Northside Village, the East Heights, Independence Heights, Northline, and Aldine will all be significantly impacted by the more traditional expansion being done north of I-10, but this has nothing to do with anything going on near Downtown.
The impact on the East End is almost entirely commercial, with the Clayton Homes project being the most significant residential impact. Thing is, though, those were already slated to be demolished owing to the flood risk in the area (likely why the Houston Housing Authority got the land to begin with).
