I think @xonhulu's photo is actually on US 17 Business.

US 17 meets US 11 just south of the former's northern terminus in Winchester, VA.

That's likely true. All my east coast photos are from about 20 years ago, so I'm sure a lot of them don't reflect current signage. And that assembly looks like it was dated even then.
