Maybe the guy riding shotgun accidentally fired because the driver went into a skid.

Or was just frustrated with how bad the paved portion in Tuolumne County was and took it out on a Stanislaus County placed signed.  Rock River might be the largest variance in terms of road maintenance from one county to the next I've seen in a long time.
