The horizontal line is actually supposed to be the logic symbol for negation (¬).  However, because that symbol is not approved for use on highway signs, they used the closest thing to it, which is a dash.

On the signs shown below, the top-right shield means US Route 1 and US Route 9, whereas the bottom-right shield means US Route 1 but not US Route 9.



This type of route shield is intended to be used in locations where people might be confused into thinking the highway is a concurrency of US-1 and US-9, to clarify that the highway is not actually US-9.  However, unfortunately, it is commonly misapplied in the field, erroneously used in locations where US-1 and US-9 do overlap.

It was put up by the New Jersey department of families to tell people what the acceptable range of number of kids parents should have.
