Then we come up with the worst, least applicable, most inappropriate answer to the question.

Why was the Indiana Toll Road privatized for a time?

It was going to become publicly traded 3 years after the lease began but those plans got nixed during the '08 recession. Drivers were supposed to be able to buy/sell stock at the toll booths, which is why the payment machines have issues processing payments after the market closes (AKA during rush hour causing long queues).
