Which "missing link" in the Interstate Highway System should be built next, and why?

I-38 in California, to stop roadgeek bitching about I-238.

Edit:  After posting this, I realized that since a Bay Area I-38 would be considerably north of I-40 and therefore a "violation of the grid," that would just become the new bitching topic.  No win here.

I-40 is way too far south anyway.  We might as well stop worrying about a perfect grid.

You just gave me an idea for making all north-south interstates a suffix of I-69.  I suppose all east-west interstates could be suffixes of I-14.
