No.  The fact that Limon has a population of <4000 and also has a Dollar General is one mark against its status as a control city.  Replace the Dollar General with the combo Buc-ee's/Buc-ee's/Taco Bell/Rothman Olive Garden.

Sign I-27N along US 287 in Colorado south of I-70.  Not upgrade, just sign the route as-is.

What do you mean "more worthy"? It's already the most important control city on I-70 in Colorado. That's why nobody calls Denver the Hub City.

Sequential, based on departure time.  Number pool is worldwide.  All times are GMT.  All numbers reset to 1 at 00:00 GMT.  Numbers are based on actual departure time, not scheduled departure time.  All numbers get adjusted as flights are bumped up, delayed, added, or canceled.
