Estcourt Station, Maine. That town is seriously underserved by the US road system and it is unreasonable that Customs and Border Protection claims residents cannot leave their houses on weekends.

I'm undecided whether the new Interstate connection should be a northern extension of I-95 that would follow US-1 to Fort Kent and then continue along an upgrade of the existing logging road or whether it should be a new 3di (I guess I-595 would be the logical number, given that Maine has I-195, -295, -395, and -495 already) that would run to the west of the Allagash Wilderness Waterway and then via an upgraded US-201 to connect to I-95 near Waterville.

Shopping malls should have grade-separated ring roads, with interchanges at major store entrances.

If I had to pick one to start with, then I'd go with Ford City Mall.  Because it wouldn't connect to the rest of the Interstate system, it should be numbered similar to Interstates in Hawaii, so probably I-I1—or, if it needs to be an even-digit 3di, then I-I201.

Every national park should have a main interstate thoroughfare to maximize tourism mobility between sites. Larger parks (like Grand Canyon and Death Valley) should have additional beltways

American Samoa.  They can skip numbers AS1-AS4 and have the main road across the island be numbered I-AS5.

Along the edges of rivers and lakes, especially on land that could've been a green space and in a spot that gives only the cars on it the water view. Oh, and make it tolled.

I-80-BL becomes I-280.
I-25-BL becomes I-425.

No need to upgrade the roadways.  Just change out the shields.

Iron County, Missouri advertises itself to the world as the place where every drive is scenic, and every stop historic (never bothered to stop and get a picture of this sign, so this poor-quality shot from GSV will have to do, but trust me, that's what it says). Now, there's no way an honorable county such as this would post a ridiculous slogan to puff itself up and make it sound far more important than it is, so it must be a true statement: every drive here is scenic, and every stop is historic. It must be absolutely swarmed with tourists year-round, then. Clearly, it needs Interstates. My modest proposal, therefore, is as follows:

Interstate 66: begins at the I-44/MO-360 interchange west of Springfield. Follows MO-360 to US-60 east to Cabool, then north on US-63 to Licking, east on MO-32 to the MO-21 junction near Belleview, south on MO-21 to Arcadia, east on MO-72 to Jackson and passing through Cape Girardeau into Illinois. Yes, this is the same I-66 proposed to pass through Kentucky, which will surely be constructed now that it has such an important destination.

Interstate 51: begins at the I-70/US-63 interchange in Columbia. Follows US-63 south through Jefferson City to Vichy, then east on MO-68 to St. James, east on MO-8 to Steelville, south on MO-19 to Cherryville, south on MO-49 to its terminus at US-67, then south on US-67 to Poplar Bluff at its interchange with I-57.

Interstate 366: a short connector from I-66 in Arcadia to I-51 near Glover. Speed limit 85 on this road, obviously.

Interstate 551: takes over route N (both of them) from US-67 in Farmington to I-51 near Lesterville. Provides access to Johnson's Shut-Ins State Park and Tiny Tyler's Tires.

Interstate 666: a beltway around Ironton. Provides alternate access to Taum Sauk Mountain and Elephant Rocks State Park, in case the main Interstates can't handle the crowds.

Interstate 751: a short spur to my house. Takes over my driveway, which has an AADT of 2, but those two people are me, and as the person who has brought attention to this urgent situation I think I've earned it. Plus, I think this is needed.

Wildlife overpasses/underpasses aren't enough.  There needs to be an entire interstate game trail network for our 4-legged friends.
