Especially in mountainous regions, it's well known that building new freeway is difficult, not to mention when state DOT's don't have the funding to do so.

How would you solve this issue?

The DOTs should do what Project Carryall failed to do with the ATSF and I-40: use nuclear bombs to carve-out new cuts through the mountains to allow for arrow-straight alignments of the freeways, thus reducing the costs of construction.

I-66 can have the Green Mountain Boys.

Aren't they associated with Vermont? Yes. But what I initially thought of when I read this was that I-366 could have the Ethanmen. That word made me think of the name "Ethan Allen," who was the leader of the Green Mountain Boys.
