Note:  must remain a circular intersection.
Return to the old-fashioned roundabouts that they drove horses and buggies through in the good old days.

According to the U.S. Census Bureau, there are over 19,000 incorporated cities, towns, and villages in the U.S. I'm sure they don't all have the same reason for not using backlit signs, and even once you subtract the places that already use backlit signs, I'm not making the thousands of phone calls you'd need to put a pie chart together. You can do that yourself if you care so much.
