WVDOH doesn't need to do anything. When people realize that this .32 mile highway increases their total trip by .9 miles, they'll flock to travel this anomaly of the system.

Interstate 278 Scenic will run through a part of Brooklyn as seen at this map link. But there will be a restriction on access. The portions on Gates Avenue and Lewis Avenue will require you to walk alone, except that if it is raining you may ride a motorcycle.
