What is the intended meaning when a signal displays a combination of a steady green ball and a flashing yellow ball?

ADVANCE CLEAR TO MEDIUM or ADVANCE APPROACH MEDIUM, depending on the rulebook. Both mean the same thing though: "Proceed approaching second signal at Medium speed (30 MPH)."

The difference is that we stick a number on anything while NCDOT has to at least somewhat upgrade the freeway before slapping a blue and red shield on it.
