50% should go to the city of Del Rio, Texas.  The other 50% should go to the Mexican federal government, specifically Caminos y Puentes Federales de Ingresos y Servicios Conexos (CAPUFE).  This will help offset the lost toll revenue from traffic that would otherwise use the Del Rio–Ciudad Acuña International Bridge but will now use the Gordie Howe International Bridge instead.

West Virginia will turn into North Carolina and begin aggressively pushing for new 2- and 3-digit Interstates. Within the next 20 to 30 years, I-66 will be built across to Cincinnati, I-73/74 will be completely finished, several 3di's will be built and signed, and any remaining ADHS Corridors will be converted to Interstates.
