Less than you might think. Just extend all the interstate highways beyond their termini via unsigned multiplexes with existing interstates so they are all eventually concurrent with I-44 on the Will Rogers Turnpike, then the already-existing Will Rogers Archway will do the trick.

Total cost: a few hours' pay for whatever AASHTO secretary needs to revise all the interstate logs.

Since "interstate" technically means between states, that would suggest Canada build freeways whose entire purpose is to connect one US state to another. You'd think Canada would be polite enough to do this. For instance, they should spend the billions required to connect every border state to Alaska via a direct, interstate-quality freeway.  Additionally, they need to criss-cross Ontario and Quebec with freeways to directly connect both parts of Michigan with Ohio, New York and the New England states. 

Instead, they selfishly invest in roadways to mainly improve the lives of their own citizens.  How unneighborly!

Because of problems with the California educational system, especially in rural areas of the state, state officials didn't think that people could read any number higher than 55.

A lot less than you might think, because most current Interstates already have bridges over them.  You'd only need to build the remaining ones.  Probably the most expensive one would be putting the UP freight yard in Cheyenne over I-180 instead of under it.

Because that's the speed limit.  And, by some weird quirk of California state law, it's one of the only states where the posted speed limit has to match the actual speed limit.
