Truck ramps have a bad habit of wandering off. If a DOT finds one in the wild, they're supposed to put up one of these signs so the DOT that owns it can find it.

In preparation for the upcoming Motor Law to be passed in the year 2112, rouge truckers find a semi-conspicuous way to evade the pursuit of the Royal Kilted Yaksmen. The RKY smell fear, but cannot see yellow and amber due to the colorblind testing only required for red and green tartan.

Dammit - I had the perfect question based on current discussions bleeding through into the favorite forum questions thread.  But to answer your question:

VA 28 will become I-366.  The speed limit will be 85.
