The first part of this should appeal to certain members of this forum, so maybe it isn't the "worst" answer:

The time that corresponds to the number on the sign. Normally a 24-hour clock will be used for this purpose. Thus, for example, to clinch VA-236, the best time of day is 2:36 AM. To clinch I-520, the best time is 5:20 AM. But, you ask, what happens for roads like I-795 or I-990 when there is no equivalent time? There are various apps that allow you to do this. So you clinch I-795, for example, at 7:95.

Being well rested on the road is of utmost importance for safe driving.  Therefore, when clinching a highway, you should call ahead for an early hotel check-in.  2:00 PM would be good.  And you should not leave the hotel until the latest check-out time, which is typically 10:00 or 11:00 AM.  This will allow you to still drive approximately four hours per day.

At this pace, as an example, you should still be able to clinch I-35 in less than a week.  And clinching I-10 should take no more than ten days.

But to answer the question, if you want to do a clinch right you need to drive the applicable route at the peak traffic hour.  Can you really say you clinch a highway if you didn't experience it at the absolute worst it can offer?
