You're missing my point.  As far as I'm aware, it is allowed.  The service exists for anybody to call.  You only have to be "old enough" if you want to be one of the volunteers on the other end of the phone.

AFAIK, there is no age limit for calling that number (except that over 18, I suppose).  So he's already eligible.
Someone under 18 could call that number. Sure, it might not be technically allowed, but as long as they can read there is nothing physically stopping them from typing in the digits and calling the number.
