The problem with homeless people in the Tahoe Basin is the campfires.  It doesn't matter to them if fire danger is 11 on a scale of 10.  They want to heat up their can of pork and beans, they're going to start a fire to do it.  If it burns down hundreds of homes, as happened in the Angora Fire in 2007, so what, they don't care, they will just go start their campfires somewhere else.

Camping outside of established campgrounds is illegal anywhere in the Tahoe Basin.  And yes, when I come across a homeless encampment, I'm an asshole about it for the reason of fire safety.  I don't confront the homeless person directly, but there's an e-mail going from me to USFS Law Enforcement pointing out the exact location of the encampment, and that seems to get it addressed pretty quickly.

The drive to the airport in Guadalajara today was uneventful.  The National Guard was posted at the junction of Federal Highway 15 and the Guadalajara Super Bypass.  There was some burned up buses off to the shoulder of northbound Federal Highway 23 approaching the Super Bypass interchange.  You wouldn't even have known anything happened at the airport.
