There is no legal requirement to register, license, or otherwise document one's ratchet straps in any of the 50 states or Washington, DC.  I've personally used ratchet straps for about sixteen years now, and all of my ratchet straps are completely undocumented as far as the government is concerned;  I've even taken them across the US–Mexican border on numerous occasions, and nobody even batted an eye.

Do dairy cows ever spontaneously combust?

In the late 1800s, one of the most haunting cases associated with alleged spontaneous human combustion involved a man whose body was discovered after burning through the floor of his home. The space beneath, likely a crawl space, was inspected by lowering a lantern through the charred opening. What investigators reportedly found were a few bone fragments and a shrunken skull amid the ashes. As usual with SHC, the surrounding room showed minimal fire damage, despite the near-complete destruction of the body.

Technically, you are correct but it misses the point that "undocumented ratchet straps" are the cause of a large number of DOT-related safety violations in the trucking industry (in 2025, some 28% of all trucking violations were due to "non-compliant securement equipment").  All chains, come-a-longs, tie-downs and ratchet straps (etc.) are subject to Federal Motor Carrier Safety Administration (FMCSA) regulations on cargo securement.  Surprisingly, the newer FMCSA regs still don't require the use of DOT-labeled tie-downs and ratchet straps, but it is fairly easy to determine whether a tie-down is sufficient to handle the forces for which they are being utilized.

As a non-trucker, you'all won't get hit with a violation unless you are in an accident where someone gets injured as a result of your negligence to properly secure loose items.  Because the average local-yokel might not be as fluent in how FMCSA regulations should be applied to your situation under state and local laws, you coulda/shoulda/woulda/mighta/oughta get additional charges for "undocumented ratchet-straps".
