The map cover is not from the State of Illinois as it looks like this:

As for where that highway picture is from, I looked and I don't think its Illinois, it may be a stock photo from a collection that the designer used.

Have to check Rand McNally and Gousha for that year.

Looks like Nebraska, Wyoming, or South Dakota to me.

The State of Illinois map cover I posted was done by Rand McNally for IDOT.

It appears the map cover in the OP is one done by Gousha under contract to the AAA and many gas retailers.

I cannot locate which outlet distributed it.

I know that is not the original question, but I thought if I could find the original online it might have a description of the pictures location (but not likely).

FWIW: The Dana-Thomas House on the cover of the IDOT map was at one time managed by one of my former professors in college.

You left out a bit of important information...that this comes from the TV show Stranger Things, per your post in Reddit about this image 10 months ago.  This means the photo could be from a very large area of America and wouldn't necessarily be an image from 1983.

I did find a couple interchanges in Iowa that have this lopsided configuration but did not find anything there that matched the S curve.

Looking closely, it appears to be a short bypass of an older alignment where the freeway is built more on top of the alignment on either side of the older segment.  I am also intrigued by the wide cleared rectangular strip at the bottom.

One interesting problem with the image is that the route seems to be in a semi-flat area, but the road is curved as if it is hilly (especially such a tight S-curve!). Most roads in flat areas, such as Illnois, are relatively straight. I suspect that this road does not actually exist and is more likely AI or generated in some other way. Either that, or it was taken somewhere else in the world.

If the Duffer Brothers had anything to do with it, this intersection is probably in North Carolina.  Haven't found it, yet.

Could be I-172, and the I-172/SR 96 interchange, near Quincy.

The S curve is backwards.

The color of the exposed soil in the bottom of the image is very orange-reddish looking from my eyes, so that would line up with the NC theory.
