Fresno area toll lanes?

Apparently the Fresno Area Council of Governments received a study toll lanes in the area freeways.  I was kind of surprised to see this in the Fresno Bee this morning.  Here is a filter linked via Yahoo that shouldn't be pay walled:

Presently the only HOV lanes in the Fresno area are on a handful of on-ramps.  Outside of 99 being widened to six-lanes between Avenue 7 and 12, I can't really think of any major traffic issues that need addressing on the freeway network locally.  41 slows down north of 180 during rush hour but usually keeps moving.

99 north of 180 was a charlie foxtrot when I was through there a couple of weeks ago, but that is more due to close ramp spacing than anything widening would fix. Adding a toll lane won't fix the death weaves.

D6 plans to close at least one exit north of 180.  I forget which one off the top of my head. 

Likewise 41 north of 180 has a similar issue due to the close proximity of the McKinley Avenue exit.  That won't ever close off since that is access to Fresno City College.
