2027 TxDOT UTP

TxDOT released the new UTP on July 3.

Long-term funding is in decline and new available funding for projects is the lowest in a very long time. Here is the precipitous drop in new funding available in the last 3 years.
2025: $14.54 billion new funding available
2026: $7.5 billion
2027: $4.97 billion

There are few "new authorization" projects in the UTP, which indicate a newly added project. Most funding is incremental increases to existing projects, often to cover cost increases.

New funding is lean everywhere except North Texas. The Dallas district received $2.57 billion for US 80, US 380, I-345 and I-35W. This is huge win for North Texas! Everyone else received crumbs, but DFW hit the jackpot.

Austin
Minimal new funding, with only incremental increases to existing projects
Page 22: $510 million of improvements are planned to receive bids in 2027 for widening Toll SH 130 north of SH 45, and new connector ramps at SH 45 and I-35. This is toll funding, and doesn't count as UTP funding.
Page 24: RM 620 at Anderson Mill road overpass, additional funding to achieve 100% funding, $87.5 million total funding
Page 27: $283 million incremental funding increases for I-35 downtown project

Corpus Christi
Page 46: New authorization for improvements at I-37/SH 358 interchange. $60 million funding, $120 million total cost. Looking at the aerial view, I don't see an obvious need at this interchange.

Dallas
Page 50: US 80 gets new authorization for expansion between Belt Line Road and Forney, $395 million new funding to cover 100% of project cost
Pages 51 and 52: Multiple new authorizations and new funding for the US 380 freeway in McKinney. $1.518 billion in new funding.
Page 53: $315 million in new funding for the I-345 replacement. Total project cost is $1.65 billion, funded amount is $685 million
Page 54: Multiple new authorizations for I-35W south of Denton. $342 million new funding

El Paso
Page 58: new authorization for US 62 freeway phase 2, $100.5 million new funding, total project cost $182.5 million

Fort Worth
Page 63: new authorization for I-35W at SH 121, new interchange, $200 million funding of $400 million total project cost

Houston:

Page 67: The Inner Katy project has been entirely removed from the UTP. A project on SH 249 inside Beltway 8 is entirely removed from the UTP.
Page 69: item 17, I-10 San Jacinto River bridge, has sustained a cost increase from $810 million to $1.065 billion, with $245 million new funding to keep the project 100% funded
Page 71: overall NHHIP funding dropped $5.174 billion in 2026 to $5.023 billion in 2027. Money was shifted to upcoming projects to maintain 100% funding. Project 3C-2, scheduled for letting in May 2028, sustained a cost increase from $1.74 billion to $2.225 billion

Lubbock
Page 78: new authorizations for Loop 88 freeway, $70.6 million of $141 million total project cost

South Padre Island
Page 94: new authorizations for Park Road 100, $28 million. This is identified as part of the "2nd Access" project (new causeway), and this appears to expand PR 100 in the vicinity of the planned bridge landing.

Waco District
Page 110: Belton, on I-35 at the I-14 multiplex, new authorization and new funding totaling $236 million. Project cost of $775 million is 97% funded.
Page 110: Hamilton, US 281 bypass, new authorization for $223 million

Would be nice if they could throw in some funding so we can get US 80 widened from I-30 to Spur 557. I am starting to feel the standstill traffic.

Wow, so it seems like they're gonna have to come up with a new bill or some sort of new funding mechanism. I can't say I'm too surprised. That not taking into account all the new interstates they're proposing except for I-69.

About time the north 130 widening happened, although I am a bit concerned over the choke point at IH-35 and the final design speed selection.
I can drive 55 ONLY when it makes sense.

There is an issue with the current, way outdated, interchange actually:  The ramp leading into the TX-358 from both I-37 directions merges just before the Leopard Street exit creating potential collision concerns having to swerve suddenly to exit.  And the outdated part is the left-lane exit from I-37 northbound, that should switch to a right-lane exit flyover ramp.
We are located so far south that we're not even considered "The South"
