I'm still trying to figure out what COVID has to do with speeding.

During the pandemic, the lack of traffic in urban areas made it possible to travel a lot faster on city streets than before.  People got used to that and traffic patterns are still different with increased telecommuting over pre-pandemic conditions, and there's more reckless driving than there was before.

One thing being slowly addressed...
As registration processing became very slow, some gaming the system with temporary plates became tolerable.
It then evolved through fake temporaries, bent or obstructed real ones, and then outright "buy plate on Amazon, looks like a real one". That helps with open road tolls, speeding enforcement and what not. Both became popular about the same time by coincidence.
I don't think all that would be tolerated before COVID...
