Temporary, it may be, but 3690 is the correct designation now. It is not I-69 and won't be for several years.

And it has no relation to the Audubon's designation. That was proposed as I-369 some years ago, but the idea was dropped and the "Future I-69 Spur" signs were removed.

it could be signed as 69 but it makes sense not to to avoid back tracking to get to 41 to fill the gap.

But that's not accurate. The segment from 41 to 60 will be signed as Kentucky 3690 (and already is at the 60 interchange) and likely will be for a good while.
Is there official documentation somewhere stating the segment of I-69 between US-41 and US-60 will be temporarily designated as KY-3690?  I haven't seen anything to that effect.
2-d Interstates traveled:  4, 5, 8, 10, 15, 20, 24, 25, 27, 29, 35, 39, 40, 41, 43, 45, 49, 55, 57, 64, 65, 66, 69, 70, 71, 72, 74, 75, 76(E), 77, 78, 81, 83, 84(W), 85, 87(N), 89, 90, 91, 93, 94, 95

It's listed as such in this document. It is mentioned on page 40 of 138 (page 41 for PDF purposes). Plus they've already posted "JCT 3690" signage on US 60 approaching the interchange, I just wasn't able to get photos when last I drove over there.

Since the road is not yet open, it hasn't been added to the SPRS listing for Henderson County.  Once it is, KYTC will add it, as has been their practice elsewhere.

Thank you for sharing the Section 1 RFP. It's not surprising they would give the new I-69 section a temporary state route designation until they finish the bridge and the approach roadway on the Indiana side before signing the whole thing as I-69.

It's a bit surprising to me, given I-69 already exists just south of where KY 3690 will be. Just south of this project, US 41 between where I-69 currently ends and where it'll split off looks to be near/at interstate-grade already, so I'm not sure why they chose the state route designation.
Apparently I’m a fan of I-69.  Who knew.
