Kenilworth,  NJ used to operate a signal that operated on a schedule. When the signal was turned off, no covers were installed or even flash mode was in operation.  It was a three way intersection between CR 509 and Market Street and a permanent STOP sign on Market that became the traffic control during signal out periods.

Now they replaced the signals twice since with 24/7 operation and that part time situation is history.

I believe that original set-up of having the signals dark during certain hours would have been an MUTCD violation. Dark traffic control signals aren't permitted. There are exceptions for railroad crossing and certain types of moveable bridge signals. And now for Hybrid signals and Rectangular Rapid Flashing Beacons also. But according the Manual, those are not considered to be traffic control signals.

Then again this is New Jersey. They also used to use green left arrows at one way streets which green left arrows are for protected lefts from opposing traffic.   Newark would feature a left green arrow with a straight green arrow to denote one way to the left, but not stop opposing traffic.  Summit, NJ had that set up at Morris Ave and Orchard Street. They did abandoned that set up fortunately.  I believe Newark has, but one particular intersection in Hillside according to GSV still practices that.

Though the light red and from 4 to 13 years, I couldn't get GSV to display all dates for some reason, but the four section and the do not enter on SB Leslie show both a left and right green arrows there.  I do remember that when NB Leslie into Winans was without greenball mode and arrows only did not hold back SB Leslie and you had to yield to turn left despite the green left.

In New Jersey most people knew this that green arrows at one way were not permissive and protective.  Obviously it took decades for the feds to respond that the Garden State wasn't following the Manual to force them to comply except here ( unless Hillside finally gave in) as i can't get Google to show the most recent captions.

Apparantly, this is a school crossing zone on the CO-13 Bypass.  I assume they only use it when kids are going to/coming from school, because I have never seen it in use.

Furthermore, according to Colorado state law, all drivers are required to treat it as a stop sign.

Perhaps they tried to sneak by with eliminating the overheads.  But you're right...Definitely non-kosher.

They can't even SIGN the crosswalk properly!

One of the ped signals is still there, I think those signals are just completely abandoned in place now.

Was wondering why Florida traffic signals have a box above the signal head and beneath the cable where North Carolina does not.  Photo 1 is taken in Pensacola and Photo 2 in Rocky Mount, NC.  The second photo has the signal head hanging from the wire without anything between it and the support cable, while the first photo has a small box below the cables and above the signal.

Better yet what is that box and its function?

The box is a quick disconnect hanger, which usually contain a terminal block to make wiring the signals hanging on a span-wire easier. I believe Florida spec's them because of the hurricanes they tend to see, as it usually makes replacing the span-wire signals easier if any get torn down during the storm.
It's all fun & games until someone summons Cthulhu and brings about the end of the world.

I also collect traffic lights, road signs, fans, and railroad crossing equipment.

I would imagine it would also make removing the signal heads easier before a storm, if that's something they had the inclination to do.
