News:

The server restarts at 2 AM and 6 PM Eastern Time daily. This results in a short period of downtime, so if you get a 502 error at those times, that is why.

Interestingly, that page's creator has a noted disdain for php-based forums. ;-)
Government would be tolerable if not for politicians and bureaucrats.
