If you want to classify this as a cutout, there's a couple of these 23 signs in the Port Jervis NY area.

I just happened to turn down a backroad in Julesburg, Colorado to check out the town and LO AND BEHOLD I FOUND IT HALLELUJAH!

This was the greatest moment of my roadgeeking career ever by far

Cedar St. southbound.  How do I know?  http://www.alpsroads.net/roads/co/us_138/cedars.jpg.  So it's survived more than 20 years since 1987!  And plenty longer since then I'm sure.

Actually, until sometime in the 1980's, Colorado left space for the "U.S." above the number even though that was gone in the 1960's.  So if you look around my site, which has several hundred Michael Summa photos from Colorado in the 1970's and 1980's, you'll see a ton more shields like that as well on all the different highways.
