The only people would would use a Sauk City bypass are those heading to the west side of Madison. East side of Madison, Milwaukee area, Chicago, etc. are all going to still use the interstate. And none of the traffic coming south on I-39 would be able to use it anyway.

Not saying that it wouldn't be a good idea, but I wouldn't expect it to take much traffic off the interstate.

A potential Sauk City Bypass was delayed to 2020 in order to widen US 12 to four lanes between Sauk City and Madison. If a Sauk City Bypass can't (or won't be built), perhaps existing US 12 should be expanded from two lanes to four lanes.

I think this project delays a Sauk bypass by another 20+ years, if it was ever going to happen at all. I think the only chance it has is major growth in the Sauk/Baraboo area.

Closing the four lane gap will happen though, there's really not much left to upgrade.
