Traffic flowing on new Chester Bridge

The Don Welge Memorial Bridge, connecting Perryville, MO to Chester, IL, had a ribbon-cutting ceremony July 11 and is now open. Traffic on the new bridge is currently westbound only; eastbound traffic is still using the old bridge for now because construction crews are still working on the road connections on both sides. It should be totally wrapped up by the end of the month.

I visited the area again today and took a video driving across the new bridge.

Would it have been possible to build a freeway-to-freeway interchange between US 63 and Interstate 70 when either freeway was first constructed through the Columbia area?
