Starting as an expressway east from Interstate 95 at Groton, Connecticut Route 184 travels a generally rural route 15.66 miles to Route 216 at North Stonington near the Rhode Island state line. Route 184 parallels I-95 to the north through Center Groton, Burnetts Corner and a traffic circle with Route 2.

Route 184 carried the designation of Route 84 from 1932 to 1958 and then Route 95 from 1958 to 1964. Route 95 was a result of numbering consistency with existing segments of Interstate 95 until its completion in the area by 1964.1
