A 7.83-mile route across north Tampa and the city of Temple Terrace, State Road 582 (Fowler Avenue) joins the University of South Florida (USF) with I-275 and U.S. 41 to the west and I-75 and U.S. 301 to the east. The heavily traveled route consists of a four to eight lane arterial for its entirety.

Beyond the CSX Railroad, SR 582 (Fowler Avenue) intersects N 15th Street. 15th Street comprises a through street south to University Square and North Tampa and north by a number of apartment complexes to Fletcher Avenue.
