Business Loop I-19 in Nogales constitutes a 5.70 mile long loop north from the south end of Interstate 19, west of Downtown, to the freeway at Exit 8.
The Arizona Department of Transportation (ADOT) Ad Hoc Committee on Mileposting and Route Numbering met on March 26, 1991, recommending a spate of changes to the State Route Master Plan related to the truncation of U.S. 89. U.S. 89 from milepost (mp) 0.00 to mp 5.88 at Nogales becomes Business 19. U.S. 89 from mp 43.88 at I-19 in Green Valley to mp 64.12 at I-10 in Tucson becomes the second branch of B 19. The American Association of State Highway and Transportation (AASHTO) approved the ADOT application for the truncation of U.S. 89 north from the International border at Nogales to Business Loop I-40 in Flagstaff on June 15, 1992.
Business Loop I-19 extends 0.33 miles from the end of I-19 along an S-curve following the combination of Compound Street east, Sonoita Avenue north and Crawford Street east to Grand Avenue in Downtown Nogales. Turning north along old U.S. 89, the business route partitions into the couplet of Grand Avenue north and Arroyo Boulevard south. Grand Avenue expands to a five lane boulevard with two way traffic northeast from Portero Avenue.
Paralleling the Union Pacific Railroad line, Business Loop I-19 (Grand Avenue) continues northward through Nogales to a grade separated intersection with SR 82 (Patagonia Highway) east. Turning northwest from the commercialized intersection with SR 189 (Mariposa Road), Grand Avenue (old U.S. 89) advances beside Nogales Wash to a wye interchange with Interstate 19.
