SR 21 combines with U.S. 31 north from U.S. 80. U.S. 80 formerly joined the two routes along Mobile Highway crossing Catoma Creek. The short freeway taking U.S. 80 east onto I-65 was constructed in 1992.

U.S. 31 and SR 21 overlap 1.23 miles north to South Boulevard. SR 21 turns east onto South Boulevard, returning to U.S. 80 at I-65/U.S. 82. U.S. 31 joins West Boulevard.

SR 21 (South Boulevard) enters a diamond interchange with I-65/U.S. 80-82, 0.57 miles east from U.S. 31 (West Boulevard). U.S. 80-82/SR 21 combine from there along a commercialized stretch east to Southmont and Lynndale through south Montgomery. U.S. 231 and U.S. 331 tie into South Boulevard as well.

Mobile Highway extends north from U.S. 31/SR 21 to Fairview Avenue. U.S. 31 bypasses Montgomery and Maxwell Air Force Base along a combination of West Boulevard and Birmingham Highway en route to Prattville. U.S. 82 followed U.S. 31 along this stretch until 2000.
