Historically U.S. 411 further extended northeast from Newport along U.S. 321 to Parrottsville and Greeneville, U.S. 11E/321 into Johnson City, and U.S. 11E/19W from Johnson City to U.S. 19E at Bluff City. U.S. 411 was dropped from Greeneville northward to eliminate the duplication with U.S. 11E with approval from the American Association of State Highway Officials (AASHO) on July 12, 1976. Further truncating U.S. 411, the highway was replaced with a southwesterly extension of U.S. 321 from Greeneville to Newport with concurrence by the American Association of State Highway and Transportation Officials (AASHTO) on October 3, 1981.
