This appears to be here. Strictly speaking it should be "TO" 17 Business, but...well, the ramp is literally right there.

I will hazard a bet that the numbers indicate the year the sign was made & installed.  They had started to do this on signs in Utah several years back.

Here's a gem Sine Salad in Greensburg, PA I found on my Pittsburgh Roadtrip recently. It even has a state name I-70 shield.
