Depends on which of the two multiplexed routes you take. You can take VA 198 directly to US 17. Or the shorter path VA 3 to US 17, via Business US 17 in Gloucester (since VA 3 ends at the business route, stopping short of US 17). That's probably why the "To Route 17" line, indicating that it's about 14 miles to US 17, but not all of that mileage is on VA 3.
