It's US-12 west of Montesano, WA:

It is 55 west of this stretch through Central Park and into Aberdeen, but jumps to 60 east of the Wynoochee River while still undivided (although legally it's divided with the 18-inch solid yellow line). But, it goes physically divided shortly afterwards, a little less than a mile after my GSV screenshot. WA uses 65 even on undivided roads, but haven't seen one posted at 60 that looks like this.

That explains why I didn't recognize it. Only been on that stretch heading the opposite way in the dark.

There are a few signs specifically telling drivers to not cross the 18-inch line.

Yeah, no kidding! This would be no higher than 55 mph in New York, so that will be my guess.
