After quite a bit of research, looks like mine is 298. I have been on a route numbered 1 through 297, but no 298s. I've seen 298s in Kentucky and Tennessee, but haven't been on them.

My previous entry was 34, but this past summer I was on US 34 in Lincoln, NE. Filling that gap really opened the door for my lowest number not traveled on to jump up quite a bit....after doing a bit of research, my new number is 107.

Edited to include my list. Rather than attempting to list every single instance of a number I've been on, this is simplified to whichever is highest on an Interstate-US Route-Ohio route-other state route hierarchy.

In the continental US, what's the farthest you can get from any US or state highway number 1?
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%

Dammit, you beat me to it. Even Idaho's SH 1 doesn't really count since it's way the hell up by Canada (Montana's is closer). Oregon has a Highway 1 (not Route) that follows I-5, while Colorado's is over in Fort Collins and NM has one in the south central part of the state along I-25. From a quick look at a map, it looks like the most distant point from those is probably somewhere in the area of Lages Junction, Nevada.

Part of the UP is another contender, 400 miles from either IL 1 or M-1. But MN 1's east end is only about 200 miles if you're going straight across Lake Superior; driving distance of course would be a couple hundred added.

The Purchase area of Kentucky is a long, long way from KY 1. But the Cave-in-Rock Ferry ties into IL 1, and both TN 1 (unsigned) and AR 1 are not too terribly far away.

I (finally) clinched CT 194 today, so my lowest missing route number is now 288. None of those anywhere nearby, so that might last for a while...

Travel Mapping (updated weekly)

I've found a 18 relatively close to me. It is crossed by A-23 freeway, however it doesn't have a exit to it, as it is in the middle of a 11 mile gap without exits (and that is pretty long for Spanish standards). The next lowest number I haven't hit yet is 24. Spain at first didn't have any routes numbered below 100 (save for the six highways with Roman numerals, recently changed to Arabic ones), and even today is hard to find one if it's not assigned to a freeway. AFAIK, of the 90s only 91, 92 and 95 are currently in use anywhere in Spain (and formerly 90).
Supporter of the construction of several running gags, including I-366 with a speed limit of 85 mph (137 km/h) and the Hypotenuse.

Please note that I may mention "invalid" FM channels, i.e. ending in an even number or down to 87.5. These are valid in Europe.

For me it's 48.  I've been on IL 21 and US 34 in Illinois, and I've hit all the other numbers from 1 to 47 in Indiana.

48 and 97 are the only numbers < 100 that I'm missing.

I finally made it to one of the sections of IN 48.  The lowest number missing from my TM file is 97, but I've driven on a couple blocks of IL 97 in Springfield, just not enough to complete an entire segment.  So my lowest number I've never been on is 107.  The closest one is OH 107, which is 160 miles away.  OH 108, another number I'm missing, is nearby.  If I do manage to get those, I'm likely to get stuck on 112 for a while, as the closest one is KY 112, 317 miles away.
Indiana: counties 100%, highways 100%
Illinois: counties 100%, highways 61%
Michigan: counties 100%, highways 56%
Wisconsin: counties 86%, highways 23%
