I've never seen "outer" or "inner" directional signage before. Is that a common practice in some areas?

I think I have seen "Outer" and "Inner" on the Capital Beltway/I-495 before, actually signed on Reassurance Shields...could be wrong, tho. Been a bit since I've driven around DC
