I've always assumed that these, along with the weigh stations north of exit 131, are abandoned rest areas. There is an almost 80-mile gap on that stretch between the Grantville and Dorrance/Nuangola rest areas.

I asked about this one myself a few years back... they're for a rest area that was never built. There also was a rest area planned eastbound between PA 419 and PA 183.

If I recall correctly, there is a new weigh station planned for the stubs westbound within the next few years.

Pennsylvania, I saw yesterday, doesn't use an exit number on the state line exit on I-95 for I-495.

Don't know if that's to eliminate to Exit Zero or because I-495 is a Delaware route?
