Probably not because of the sections in West Virginia and Ohio. My guess is I-93 or I-99.

Which being Texas, is surprising, there's certainly some outskirt areas between McAllen and Harlingen that could theoretically be posted at 75 mph.
Never above 70 mph could be another list...
I-64, I-85, I-81, I-26, I-66, I-65, I-59... also apparently I-2, and various other highways in the east do not have 75 mph or faster speed limits though do have significant portions posted at 70 mph.

Judging from this map (https://en.wikipedia.org/wiki/Speed_limits_in_the_United_States#/media/File:US_Speed_Limits.svg), a lot of interstates will make the 70 mph and under list

If I'm not mistaken, all of I-55 in Arkansas is now either posted at 65 mph (West Memphis) or 75 mph, I don't believe there's any 70 mph segments left, unless like the first mile or two north of the I-40 / I-55 concurrency was kept at 70 mph. As for the other states, I-55 is posted at 70 mph in Louisiana, Mississippi, Missouri, and Illinois.

This would be the same situation as above until about 4 years ago when the new southern I-87 was designated along the US-64 freeway (which is 70 mph) outside Raleigh, NC.

Those would be fairly short sections, though. I'm not generally in favor of speed limits bouncing up and down, and it's my experience that Texas isn't either.
